On Wednesday the City of Austin issued plumbing permits for 215 homes in two four-storey buildings at 800 East St Johns Avenue in 78752, the first on the permit record of the 526 the city's own St. John partnership promises on the 19 acres it sold in June for $11 million. Tomorrow Texas votes on its tax bills, every figure here read off the ballot or the order that called it: $1.636 billion and 12 cents in Cy-Fair ISD, 2.4 cents in Dallas County, four school rates in Travis County, $600 million in San Antonio ISD, $295 million in Austin. The week across 32 Austin ZIPs: 912 permits, 368 code cases, 88 cases with a hearing set.

The lead - 215 homes reach the permit record at the St. John site in 78752, the first of 526 on the 19 acres the city sold for $11 million

What was filed: Three plumbing permits at 800 E St Johns Ave, issued on Wednesday 28 October, each for a "New multifamily building (part of a mixed-use development by Greystar HACA and the City of Austin)": Building 1, four floors, 133,604 square feet, 145 homes; Building 2, four floors, 74,515 square feet, 70 homes; and a 7,518 square foot amenity building. Applied for on 12 May 2026 under site plan SP-2023-0324C.SH; Active; no declared value on the rows.

Where it stands: The site is the 19 acres at the northeast corner of I-35 and St. John Avenue, the former Home Depot and Chrysler dealership, owned since 30 June by a public facility corporation under the Austin Housing Authority. On this paper's record the address holds 15 permits and 0 code complaints in the last 13 months, with 7 active cases within half a mile.

The record behind it:

  • The city's release of 14 July: the partnership "will deliver 526 rental apartments", income-restricted homes for families between 50% and 80% of the median family income among them; "Austin will receive $11 million, retiring the outstanding bond debt on the property".
  • The city's St. John page: the pocket park "will grow from roughly 1 acre to nearly 4 acres". The permit pages answer every request with a security check, so the rows stand as the city's data states them.

What it means for you: The record states 215 homes permitted at one address in 78752 and 526 promised by the city's own partnership, income-restricted homes among them. The address's own report and the 78752 page carry the rows.

The 78735 line holds 25 "new" rows that are not new homes: the building permits for 402 apartments at West SH 71 and Old Bee Caves Road, issued on 14 October, now carry an issue date of 28 October on the city's rows. The Market, Checked has the detail.

Hearings set - 13 cases the city scheduled for hearing this week, by ZIP

Each is a case whose status moved to "Scheduled for Hearing" between 26 and 30 October, as the city's record states it; the hearing date is on the city's own page, linked from each case.

The Truth Check - "an additional $64.32 in annual property taxes" for a home valued at $350,000

Verdict: Overstated. The number is real; the home it is pinned to is not. $64.32 matches 2.4 cents per $100 on the county's median homestead, $268,056, not on $350,000.

Where it's from: A City of Dallas memorandum of 28 August on Dallas County's Proposition A: "According to information provided by Dallas County" the proposition would mean "an additional $64.32 in annual property taxes" for a home valued at $350,000.

What's real: The county's own order puts the proposed rate at $0.248650 per $100, "$0.02400" above the voter-approval rate, and its election page gives the median homestead taxable value as $268,056. Two point four cents on $268,056 is $64.33 by our arithmetic.

What isn't: A $350,000 home. The same order states that "an average home value of $350,000 will experience an annual increase of $116.03", the whole move from last year's $0.215500; the 2.4 cents alone on $350,000 is $84.00.

So: Use the county's two figures and say which is which: $116.03 more on $350,000 against last year's rate, $64.33 on the median homestead for the part the vote decides.

The market, checked

  • The SH 71 permits moved their dates. 25 of the 26 building permits for 402 apartments at 8900 W SH 71 and 9119 Old Bee Caves Road, 78735, issued on 14 October, now carry an issue date of 28 October and an expiry of 27 April 2027 in place of 13 April; units and values unchanged, so not new homes.
  • 176 SMART Housing apartments at 1706 Payton Gin Road, 78758: 17 electrical permits for the fit-out issued on 30 October; the zoning file records the project as proposed 100% affordable.
  • 7.24%: Freddie Mac's 30-year rate for 29 October, down from 7.32% a week earlier, up from 6.17% a year ago.
  • San Antonio's median fell 3.6% to $307,600, the steepest of 16 Texas metros in NAR's third-quarter table, NAR says; Austin $467,100, down 0.7%.
  • Austin's median sale price is down 4.6% in a year, third-steepest of the 50 biggest metros, Redfin says of the four weeks to 25 October.

The Check

What Was Said
"an additional $64.32 in annual property taxes" for a home valued at $350,000 - City of Dallas memorandum, 28 August 2026, "According to information provided by Dallas County", on Dallas County Proposition A
What the Source Says
Dallas County's Court Order 2026-0879 puts the proposed rate at $0.248650 per $100, $0.02400 above the voter-approval rate of $0.224650, and states that an average home value of $350,000 will experience an annual increase of $116.03; the county's election page gives the median homestead taxable value as $268,056. 2.4 cents on $268,056 is $64.33; on $350,000 it is $84.00.
The Difference
Overstated. The number holds for the median homestead; the memo pins it to a $350,000 home, where the county's own figures are $84.00 for the 2.4 cents and $116.03 for the whole move from last year's rate.
