Trump orders federal agencies to say 'Super Intelligence', not 'AI'; six AI chiefs sign a four-step accord with no auditor, date or penalty in it
The order binds the executive branch's own words and asks for a legal definition within 60 days; NIST has already rewritten its AI page. The accord the President posted runs to four numbered commitments and a line that codifying them 'may make sense' over time.

President Trump signed an executive order titled "Inaugurating the Era of Super Intelligence" on 29 September, hosted AI company executives at a White House luncheon the same day, and that evening posted a signed "White House Accord on Super Intelligence".
The order
It makes it administration policy that, to the maximum extent permitted by law, the executive branch "shall use the terms 'Super Intelligence' and 'SI' in place of 'Artificial Intelligence' and 'AI' and will not acknowledge the usage of 'Artificial Intelligence' and 'AI' in any applicable setting". Agencies are to use the new terms in official correspondence, public communications, websites, reports, policy documents and other non-statutory documents. Previously issued regulations, contracts, grants and historical documents need not be altered.
For now "Super Intelligence" means what federal law already defines as artificial intelligence, in section 9401(3) of title 15. Within 60 days the Assistant to the President for Science and Technology is to propose legislative language for a federal definition, including whether it should supersede the statutory one.
The White House fact sheet presents the renaming as recognising "the continuously advancing technological frontier" and lists earlier actions, including more than $5 billion announced for the Genesis Mission.
NIST's AI page now opens with a notice that it is updating its communications "as directed", and names the Center for Advancing Innovation and Standards for Super Intelligence (CAISSI) among the programmes doing the work.
The accord
The document the President posted on Truth Social at 5:24pm Eastern is titled "White House Accord on Super Intelligence - Joint Commitment on Frontier Responsibilities". Its signatories are Donald J. Trump, Sundar Pichai (Google), Dario Amodei (Anthropic), Mark Zuckerberg (Meta), Greg Brockman (OpenAI), Elon Musk (xAI) and Jensen Huang (Nvidia). The President's title is printed as "President of the Unites States".
It says each company "should implement" four layers of controls and audits: internal controls monitoring the capabilities and alignment of its models during training and deployment "around areas like cybersecurity, biosecurity, and chemical threats", and ensuring models "do not hack or access technical systems in unintended ways"; an internal team to ensure those controls operate and issues are remediated; "an independent external auditor or evaluator" to assess whether they are operating as intended; and an independent committee of the board of directors to oversee and receive reports.
The companies "will meet regularly to establish standards and best practices". The closing paragraph: "Over time, it may make sense to codify these steps into laws or regulations." The text names no auditor, sets no date, and provides for no report to government and no consequence for not doing it.

- The accord as posted carries seven signatures: the President and the heads of six companies - Google, Anthropic, Meta, OpenAI, xAI and Nvidia. Its four commitments are internal controls, an internal team, "an independent external auditor or evaluator" to assess those controls, and a board committee. The word "test" does not appear.
- The Difference
- Six companies signed, not dozens. What they agreed to is controls of their own and an outside audit of those controls, chosen by them, not tests of the models by anyone outside the company.
